The implementation of the Victory Park improvement project is proposed to be divided into several stages for reasons of strategic financial planning. The borders of the first stage include the most popular and promising zones, and the project itself is aimed at the comprehensive development of the park, at the formation of its «core», the central zone. It includes the main existing points of attraction and has great potential for the emergence of new ones.

The priority development zones of the park are the existing stage zone, the beach zone, the boat station zone, as well as the quiet recreation zone connecting them, combined with the existing memorial functionality of the territory, and including an ideologically compatible land art zone.

The concept of the project is based on three principles: a contextual interdisciplinary approach, a combination of traditions with bright modern images and shaping, a variety of functions. The contextual approach implies first of all attention to the existing values​ of the territory: green spaces and ecology, the role of Victory Park in the recreational and green frames of the city, the importance of the territory for people of Mozdok. However, the concept of a contextual approach is considered more broadly: the identity and self-determination of the city and citizens, local socio-cultural features, the history of the place and city are taken into account.

The history of the city is directly related to the second principle - the principle of combining traditions and innovations. Geometric national ornaments (belonging to different ethnic groups) acquire a new reading in architecture; the formation of new objects, modernist in essence, refers to archetypes used for centuries.
The second principle is closely related to the third: diversity. This is both the diversity of cultures and ethnic characteristics, the characteristics of different social groups of citizens, different urban communities, reflected both in the design and in the concept of «park - for all».

The use of characteristic ornaments, as well as a single coloristic palette for both SAF objects and paving, formed the basis of the park design code. As the main color, the adaptation of red is proposed. This is the traditional, brightest and most understandable color, characteristic of both Russian and Caucasian culture. The formation and design in solving the unique SAF also refers to the military history of the city. One of the main associations of local residents with the park is Victory. The patterns and chosen coloristics used in the SAF are some reference to the military insignia since the times of the tsarist army.
